What is a Crown Certificate?

A Crown Certificate is a specific type of building approval in New South Wales that applies to building works undertaken by the Crown or public authorities on Crown land.

Unlike private developments, Crown developments generally do not require a Development Application (DA), Construction Certificate (CC), or Complying Development Certificate (CDC). However, these projects must still demonstrate compliance with the National Construction Code (NCC), including the Building Code of Australia (BCA), before construction can commence.

A Crown Certificate is issued by a registered certifier (that’s us, DeltaCert).

A Crown Certificate confirms that your project meets the relevant NCC requirements and provides the formal sign-off needed to move forward. Because Crown developments operate under a unique approval pathway, with strict statutory timeframes and oversight from councils, planning panels, or the Office of “NSW Community Development Minister”, expert guidance is essential.

What’s Involved?

All Crown building projects must comply with the National Construction Code (NCC).

The certification process begins with a detailed BCA assessment and review of the architectural and structural drawings and supporting relevant documentations. This assessment confirms that the proposed development satisfies the relevant technical requirements before construction commences.

Once all documentation has been reviewed and compliance has been demonstrated, we issue the Crown Certificate.

You Provide:

• A completed Crown Certificate application form.
• Contract agreement.
• Architectural & structural plans and specifications.
• Supporting documentation and consultant reports.
• Any additional DtS information that required to demonstrate compliance.
• Or performance-based compliance.

We Provide:

• A comprehensive assessment of the proposed development against the NCC / BCA.
• Advice regarding any compliance matters.
• Issuance of the Crown Certificate once the development is deemed compliant.

Why Does It Matter?

A Crown Certificate provides formal confirmation that the proposed building works comply with the NCC and authorises the project to proceed to construction.

What Else Do You Need to Know?

At the completion of the project, DeltaCert can also issue a Crown Completion Certificate.

While a Crown Completion Certificate is not mandatory for every project, many government agencies elect to obtain one as an additional quality assurance measures taken in place and to provide formal confirmation that the completed works comply with the approved documentation.

Where a Completion Certificate is required, we will generally undertake all those inspections outlined in “Schedule of Inspections” as minimum required during the critical stages of construction to verify compliance throughout the build.
